Article from Hongkong Weekly Press refers to him as: capable, conscientious and hardworking. A quiet and unassuming man, reticent in disposition, but made many friends.
Educated at City & Guilds Westminster - diploma of associate (A.C.G.I). In 1896 articled for 3 years as civil engineer to Sir James Mansergh F.R.S, who was famous as a waterworks consulting engineer. Part of time spent on Elan Valley Aqueduct, later assistant to one of the resident engineers up to December 1901. On 14th January 1902 became associate member of the Institute of Civil Engineers (A.M.I.C.E.). Late that year went to Hongkong as Assistant Engineer in Public Works Department. 1904 became Acting Executive Engineer and from January 1906 was Executive Engineer.
Responsible for Tytam(also spelled Tai Tam) waterworks with intermediate dam, later the second section of the Tytam Tuk with the construction of the then largest dam in the Far East, which was officially opened by Sir Henry May in February 1918.
Also responsible for Typhoon refuge at Mongkoktsui. Went home on leave in 1918 suffering from sprue and inflammation of the liver. Invalided out of the Colonial Service in autumn 1919 and spent considerable time in Eversleigh Hospital for Tropical Diseases suffering from pernicious anaemia. Died in Croydon 11th June 1921. Jaffe Road in Hongkong is named after him. [1] |
